Future of the Gower Road Public Toilets

Update/discussion and decision reached at the meeting held on 20th January 2026

The Services at Risk/Asset Transfer Working Group appraised members of the current options.  Having received further information from CCBC, the 2026/27 sponsorship model was based only on the seasonal opening of the toilet block (April to September) for the sum of £8,895 with the working group not recommending this option as it is not affordable for the community and does not provide a year-round facility.

Previous discussion around siting a Portaloo on Gower Road, near the Crest recycling bank, had been explored, however, feedback from residents had raised concern that this could cause noise nuisance and possibly attract overnight camper vans and fly tipping.  It could also detract from the value of properties on Gower Road.  On that basis, the working group’s recommendation would be to not pursue this option in fairness to local property owners.

The last option would be to place a Portaloo outside the public toilet block, although permission would be required from CCBC who own the land.  The current annual cost to hire an accessible unit including consumables, and with two cleans a week is £3,120 plus VAT although the community council would need to insure the unit and cover an excess should any claim be made.  The unit would also need to be locked at night; however, local business owners had offered their support with opening and closing the unit each day.   The working group’s recommendation to Council was to trial a Portaloo unit outside the public toilet block.
