Gower Road Public Toilets

Update/discussion and decision reached at the meeting held on 14th April 2026

Trial installation of a Portaloo, Gower Road – During the first two weeks, the unit experienced frequent water shortages and was unable to accommodate peak usage times, with Council making the decision that the Portaloo was not fit for purpose due to the limited capacity of the water reservoir in relation to the number of users. It was agreed that the initial four-week trial period would not be extended, and the unit would be removed by the end of April.

It was further acknowledged that all feasible alternatives had been considered over the past 18 months with no other viable solution, following Conwy County Borough Council decision to discontinue funding for public toilets due to budget constraints.

RESOLUTION  Council resolved that the Portaloo was not fit for purpose,  and the contract would be terminated.  It was further agreed that there was no other workable solution and no alternative would be provided.

The Services at Risk/Asset Transfer Working Group appraised members of the current options.  Having received further information from CCBC, the 2026/27 sponsorship model was based only on the seasonal opening of the toilet block (April to September) for the sum of £8,895 with the working group not recommending this option as it is not affordable for the community and does not provide a year-round facility.

Previous discussion around siting a Portaloo on Gower Road, near the Crest recycling bank, had been explored, however, feedback from residents had raised concern that this could cause noise nuisance and possibly attract overnight camper vans and fly tipping.  It could also detract from the value of properties on Gower Road.  On that basis, the working group’s recommendation would be to not pursue this option in fairness to local property owners.

The last option would be to place a Portaloo outside the public toilet block, although permission would be required from CCBC who own the land.  The current annual cost to hire an accessible unit including consumables, and with two cleans a week is £3,120 plus VAT although the community council would need to insure the unit and cover an excess should any claim be made.  The unit would also need to be locked at night; however, local business owners had offered their support with opening and closing the unit each day.   The working group’s recommendation to Council was to trial a Portaloo unit outside the public toilet block.

Again, you must give your reasons in writing to the Auditor General at the address below. In this case, the Auditor General must decide whether to take any action. The Auditor General will normally, but does not have to, give reasons for their decision and you cannot appeal to the courts. You may not use this ‘right to object’ to make a personal complaint or claim against the body.
If you wish to make a personal complaint or claim, you should take these complaints to your local Citizens’ Advice Bureau, local Law Centre, or your solicitor. Section 116 Local Government (Wales) Measure 2011

Trefriw Community Council (Trefriw ward)
 

Notice is hereby given that 1 vacancy has occurred in the office of Councillor for the above- mentioned Community/Ward, and the Community Council intends to cop-opt.

 

Expressions of interest are being sought from members of the public who meet the following qualifications and are interested in representing their community on the aforementioned Community Council. You must be a British citizen, an eligible Commonwealth citizen, a citizen of any member state of the European Union or a qualifying foreign and be 18 years of age or over; and meet at least one of the following criteria:*

  • registered as a local government elector for the area named above; or
  • during the whole of the last 12 months occupied as owner or tenant land or other premises in the community named above; or
  • your principal or only place of work during the last 12 months has been in the community named above; or
  • you have during the whole of the last 12 months resided in the Community or with 4.8 kilometres of it.
*Certain people are disqualified from standing, and these include paid officers of the community council, anyone subject to bankruptcy restriction orders and those subject to recent sentences of imprisonment. It is the responsibility of the candidate to ensure that they are qualified to stand.

Rhoddir hysbysiad trwy hyn fod 1 sedd wag am swydd Cynghorydd yn y Gymuned/Ward uchod, a fod yr Cyngor Cymuned yn bwriadu cyfethol.
Ceisir datganiadau o ddiddordeb gan aelodau o’r cyhoedd sy’n cyflawni’r meini prawf canlynol ac sydd â diddordeb mewn cynrychioli eu cymuned ar y Cyngor Cymuned dywededig. 1.   The audit of accounts for TREFRIW COMMUNITY COUNCIL for the years ended 31 March 2022 and 31 March 2023 has been concluded.
